How Civena works

1. You tell Civena what happened

Write in German, French, Italian or English, in your own words — for example “I am moving from Monthey to Lausanne on 1 November, I have a C permit and a car.” You do not need to know the administrative terms.

2. Civena identifies your situation

Civena recognises the life event, the communes and cantons involved and the facts that matter, such as your permit or whether you own a vehicle. It uses what is already in your profile and asks only for what is missing and relevant.

3. Rules decide, the AI explains

Which obligations exist is decided by a structured, versioned rule set. Each rule is linked to the official source it comes from and was checked by an editor. The language model helps understand your message and write the explanation; it cannot add an obligation that is not in the rule set.

• Confirmed: supported directly by an official source and your facts.
• Depends on your situation: applies only if a condition is met that Civena does not know yet.
• Needs verification: the source is ambiguous, changed recently or Civena has not verified it. These are routed to human review.

4. A plan you can act on

Each step shows why it applies, the responsible authority for your commune or canton, the deadline, the documents to bring, the official source and — where one exists — the official online service such as eMovingCH, EasyGov or arbeit.swiss.

5. Tracking until it is done

Save the plan as a case. Civena keeps the deadlines, sends reminders you choose, stores related documents privately and records a timeline. When an official source changes, affected cases are flagged.

What Civena does not do

• It does not submit anything to an authority without your explicit confirmation, and it never claims a submission happened unless there is a confirmation.
• It does not replace official portals such as AGOV, EasyGov or cantonal e-services — it routes you there.
• It is not a law firm and does not represent you in disputes.
